When does Nexus open on Graal?

Typically, Nexus would open during the months of August & September. There is no official statement saying why but I personally believe it opens at this time because there are no big holidays during this time of year. It would make it a good time to have a large event apart from the holiday times.

Where is Nexus located on Graal?

Nexus always occurs in the same official Nexus Building. Most times of the year this building is closed until the event starts. You can simply check the map to locate the building. For more reference it is close to Red Barn Furniture.
